Egypt Expands GOEIC Programme to Include Solar Panels and Regulated Products

Egypt's General Organization for Export and Import Control (GOEIC) has expanded the scope of its Verification of Conformity (VOC) Programme to include photovoltaic solar cell systems and related solar energy products.

Effective 17 August 2026, exporters shipping covered solar energy products to Egypt may be required to demonstrate compliance with applicable technical requirements and obtain a Certificate of Conformity (COC) before shipment.

Products Covered

The newly regulated category includes:

• Solar Photovoltaic (PV) Panels

• Solar Inverter

• Solar Batteries – Lead-Acid

• Solar Batteries – Lithium-Ion

• Solar Batteries – Nickel-Cadmium

• Solar Batteries – Nickel-Metal Hydride

• Solar Water Heating System with Flat Plate Collector + Water Tank

• Solar Water Heating System with Evacuated Glass Tubes + Water Tank

• Parts of Solar Water Heating Systems

Applicable Standards

Compliance assessments may be based on applicable technical requirements, including:

• IEC 61215-1:2021

• IEC 61215-2:2021

These standards address the design qualification, type approval and testing requirements for terrestrial photovoltaic modules.

What Exporters Should Do

Manufacturers, exporters and suppliers of solar energy products destined for Egypt should review the new requirements as early as possible to avoid delays in shipment and customs clearance.

Businesses are encouraged to:

• Verify whether their products fall within the newly regulated category

• Ensure supporting technical documentation is available

• Prepare for conformity assessment activities where required

• Obtain the necessary Certificate of Conformity before shipment
