Certificate of Conformity for Exports of Stand Alone Solar (SAS) Products to Ethiopia

Cotecna is authorised by the Ethiopia Ministry of Trade to issue Certificates of Conformity (COC) for Stand Alone Solar (SAS) products.

About the SAS PVOC Programme

The Ethiopia SAS PVOC programme is regulated by the Ethiopian Conformity Assessment Enterprise (ECAE) and mandates that all Stand Alone Solar (SAS) imports be accompanied by a Certificate of Conformity (COC) for customs clearance. Of note, SAS products not accompanied by the mandatory COC shall incur a penalty.

The programme aims to ensure that SAS products exported to Ethiopia comply with the ES IEC TS 62257-9-8: 2020 regulatory standard before shipment. In this way, ECAE can protect the health, safety and environment of Ethiopia by reducing unsafe and sub-standard SAS products being cleared for importation

Regulated SAS Products

The Stand Alone Solar (SAS) products subject to the Pre-export Verification of Conformity programme are those under the scope of ES IEC 62257-9-8:2020 (Renewable Energy and Hybrid System for Rural Electrification – Part 9-8: Integrated System - Stand-alone Renewable Energy Products with Power Rating Less than or equal to 350W).

These products include the following:

  • Products powered by photovoltaic (PV) batteries or other off-grid energy-storage devices.
  • Products with a peak PV power rating less or equal to 350W.
  • All components required to provide basic energy supply whether sold or installed as a kit, included as part of a series of products, or integrated into a single component.
  • Power generating devices such as solar panels
  • Cables, switches, connectors and protective devices used to connect power generating products.
  • PV modules with a maximum voltage power point of 35V. Also includes, AC-DC converters that meet the approved safety standards.

Ethiopia Conformity Assessment Process

Cotecna is a trusted partner to the Ethiopian government. Our mandate covers the physical inspection, sampling and testing of goods at laboratories accredited as per ISO 17025. We can also conduct factory audits to ensure production is compliant with Ethiopian standards.

To assess the conformity of a shipment, the verification of conformity process will take one of the three following routes, depending on the profile of the exporter:

  • Route A for exporters with infrequent shipments
  • Route B for exporters with regular shipments
  • Route C for manufacturers with regular and high-volume shipment
