What is the End-User Certificate (EUC)? The short answer is that an EUC is an official document used when importing controlled goods and products into Nigeria. All EUC requests/applications are subject to screening by the Nigeria Department of State Services before approval.

In broader terms, an End-User Certificate (EUC) is a document used in the international purchase or transfer of prohibited products like explosives, firearms and ammunition. The EUC certifies that the buyer is the end-user of the products and does not intend to transfer the product to someone else.

Who issues End-User Certificates (EUC) in Nigeria?

Because EUCs can be forged or falsified, different governments appoint competent authorities to issue the certificates. In Nigeria, an End-User Certificate (EUC) is issued by the Office of the National Security Adviser (ONSA).

The Nigeria Customs Service (NCS) will always request for your EUC if you are importing any item or product shortlisted for EUC by the Office of the National Security Adviser.

What is validity period of an End-User Certificates (EUCs)?

The End-User Certificates (EUCs) are only valid for one (1) year from the date it is issued to the importer/buyer or purchaser.

How can I apply for an End-User Certificate in Nigeria?

If you intend to import anything related to the aforementioned items or products, save yourself some stress by making sure you get firsthand information about the product(s). Also, get your End-User-Certificate before you proceed to avoid outright seizure of your products at any Nigerian port of entry.

To get an End-User-Certificate in Nigeria, your company representative must apply directly to the Office of the National Security Adviser (ONSA) with all necessary documents related to the products you want to import, and your company’s registration documents.

Summary of the Application Process

Applicants must register and create a profile on the End User Certificate Issuance and Management System (ECIMS).

The description of the products or items to be imported must be properly filled in the application.

All Applications must be supported by valid documentation. If the necessary documents have expired, the applicant must attach a valid explanatory cover letter.

The applicant must state the purpose for which the products or items will be used.

Upon issuance of the EUC, in the absence of the original applicant, a proxy can collect the certificate but must present a letter of authorization duly signed by the applicant. This is only possible once the applicant already has a complete profile (inclusive of biometrics) on ECIMS.

Once the End User Certificate is issued, ensure you have it together with other requirements and clearing documents for Custom Service at the Nigerian Ports Authority.

NOTE: All these steps must be completed prior to the importation of the controlled good or product in order to avoid detention and outright seizure by the Nigerian Customs Service (NCS).
