Many recognized researchers and officials from member Customs administrations in the East and Southern Africa region attended the Regional Research conference organized by the Regional Office for Capacity Building (ROCB) on 4th and 5th June 2014, in Zimbabwe.

Customs Administrations play a critical role in facilitating trade, safeguarding national safety and security and mobilizing revenue to cut national budget deficits. A consistent Risk Management System that implements efficient procedures can help organize and accelerate the full spectrum of Customs activities.

However, in order to exploit the system’s unique potential, it is important to consider not only the impact on the Customs internal framework, but also on the environment in which Customs operates.

The study takes stock of more than a decade of practical experience in Risk Management solutions in this area, expounding the challenges that any Customs administration will face with the introduction of a Risk Management System.

The goal is to recommend an efficient and practical implementation strategy to leverage and drive effective solutions.
