Cotecna appointed by SON to inspect goods exported to Nigeria

On February 1, 2013, Cotecna, one of the world’s leading international testing, inspection and certification companies, was officially appointed by the Standards Organisation of Nigeria (SON), to join Nigeria’s revised Standards Organisation of Nigeria Conformity Assessment Programme (SONCAP).

Based on Act n°56 of 1971 and susbsequent amendments, the Conformity Assessment Programme (SONCAP) was introduced by the Federal Government of Nigeria to address the concern of unsafe products entering the country.

As part of the SONCAP programme, Cotecna carries out the Verification of Conformity of imported goods and issues Certificates of Conformity (CoC) in the country of origin.

Cotecna signs a security inspection contract with the Republic of Burundi.

On March 29, 2013, Cotecna, one of the world’s leading companies in the field of international trade inspection and security, signed a contract to reinforce the operational capabilities of the National Security and Customs of Burundi.

Over a period of seven years, this Public Private Partnership will enable the deployment of non-intrusive detection technologies (two mobile cargo scanners) and an electronic tracking system that will secure the two major corridors leading to Bujumbura, the capital city of Burundi, from Kenya and Tanzania. Whilst ensuring the technical operation of the equipment, Cotecna will train staff to benefit fully from the equipment supplied. Finally, under this Build, Operate, Transfer (BOT) agreement, Cotecna will ensure the transfer of the know-how and necessary skills for the ongoing operation of the systems.

Cotecna appointed by COSQC to inspect goods imported into Iraq

Cotecna, one of the world’s leading international testing, inspection and certification companies, has been officially appointed by the Iraqi Central Organization for Standardization and Quality Control (COSQC), to handle the implementation of a verification of conformity program for goods imported into Iraq. The contract was signed on 24th October 2012 and our operations will begin approximately three months after its publication.

Based on article 3 (clause 8) of Iraqi law n°54 of 1979, COSQC has been empowered by the Iraqi Ministry of Planning to launch this program.

As part of the country’s import verification program, Cotecna will carry out verifications and issuance of Certificate of Conformity (CoC) or Non Conformity Report (NCR) in countries of origin, as well as checks at specified border points in Iraq.

Cotecna signs scanners contract in El-Salvador

Cotecna, a recognized world leader in testing, inspection and certification, has signed a contract with the government of El Salvador for the installation and operation of non-intrusive inspection services. Following an international tender launched in 2011, the contract was signed on December 21, 2012 between Senor H.E. Carlos Caceres, Minister of Finance of the government of El Salvador and Cotecna. The project was duly ratified by the National Assembly of El Salvador as part of the Law on Customs Modernization.

The contract includes the purchase, installation and operation of 15 scanners and other inspection equipment as well as civil engineering works at the scanner sites. This public-private partnership comprises a 10-year concessionary during which time Cotecna will invest, hire the necessary staff and maintain the inspection equipment in eight different sites throughout El Salvador. Sites include the land borders of Anguiatú, La Hachadura, El Amatillo and El Poy, the seaports of Acajutla and La Union International, the El Salvador airport and the principal Customs centre of San Bartolo.

Cotecna will employ and train about 150 local staff.

Cotecna appointed by Ecuador Customs for new tracking
and transit monitoring service.

Cotecna, one of the world’s leading international trade inspection, security and certification companies, has been officially appointed by the Customs of Ecuador to monitor the traffic of containers that are in transit in Ecuador to bonded warehouses, temporary warehouses and Free Zones.

As published on 21 September by the National Secretariat of Ecuadorian Customs (SENAE) in their Bulletin 206-2012, Cotecna del Ecuador SA will provide the tracking and monitoring services for goods in transit in Ecuador. This service is aimed at importers whose goods are under Ecuador Customs’ custody from the time of their arrival in Ecuador until they reach their final destination.

Cotecna, one of the world’s leading international trade inspection, security and certification companies, has been officially appointed by Indonesia’s KSO SCISI, to handle the inspection of Non - Hazardous and Non - Toxic (Non-B3) materials from the Asia zone, including the Middle East, to Indonesia.

As a subcontractor of KSO SCISI, Cotecna will carry out verification and surveys of all Non-B3 of Asia zone origin arriving in Indonesia and covered under the below mentioned Decree. This will include administration and field verification to provide information such as country of origin data and the description of the goods, the quality and type, the date of shipment and port of destination.

As part of the country’s IVP, KSO Sucofindo-Surveyor Indonesia (KSO SCISI), based in Jakarta, Indonesia, was appointed by the Directorate General of International Trade of the Ministry of Trade of The Republic of Indonesia to manage the verification of the country’s Non-B3 imports. KSO SCISI is a Joint Operation between two State owned companies, PT.Sucofindo and PT.Surveyor Indonesia, and acts as an independent surveyor for the verification of many other commodities within the country’s import verification program.

For Verification Order established effective 17th of July 2012, based on the Trade Minister’s Decree 39/M-DAG/PER/9/2009 of 9 September 2009, importation of all Non-B3 to Indonesia must carry a Survey Report.

Cotecna Brazil audits soybean crops for CESB Awards

The CESB (Strategic Committee Brazil Soybean) is a non profit organization created by professionals of several sectors who joined forces to focus on strategies for the Brazilian national soybean culture. Its objectives are to increase the soybean productivity and promote the latest production technologies throughout the country.

In 2010, CESB launched a challenge called ‘Desafio Nacional de Máxima Produtividade’ (national challenge for maximum productivity). The main principles of this challenge are durability and innovation. Cotecna was nominated as the official auditor for all soybean productivity of more than 5.400 kgs per hectare to ensure the respect of rules of the challenge. This Challenge is now in its 3rd year.

The project consists of defining a specific area of maximum 10 hectares and planting any variety of soybean using any approved treatment considered necessary. At the harvest period, the farmers then report their estimated productivity back to the CESB. Cotecna’s audits include the harvests and ensure that rules have been respected.

Cotecna, one of the world’s leading international testing, inspection and certification companies, has been officially appointed by Indonesia’s KSO SCISI, to handle the inspection of B2 (Bahan Berbahaya) Hazardous Goods shipments from Korea, Japan, India and Thailand to Indonesia.

As part of the country’s import verification program, KSO Sucofindo-Surveyor Indonesia (KSO SCISI), based in Jakarta, Indonesia, was appointed by the Directorate General of International Trade of the Ministry of Trade of The Republic of Indonesia to manage the verification of the country’s B2 Hazardous Goods imports. KSO SCISI is a Joint Operation between two State owned companies, PT. Sucofindo and PT. Surveyor Indonesia, and acts as an independent surveyor for the verification of many other commodities within the country’s import verification program.

Effective 1st Nov 2011, the Trade Minister’s Decree 23/M-DAG/PER/9/2011 of 7 Sept 2011, requires all B2 Hazardous Goods shipments to Indonesia to carry a Survey Report.

As a subcontractor of KSO SCISI, Cotecna will carry out verification and surveys of all B2 Hazardous Goods exported from Japan, Korea, India and Thailand to Indonesia and covered under the above mentioned Decree. This will include administration and field verification to provide information such as country of origin data and the description of the goods, the appropriate HS code and CAS N°, the date of shipment and port of destination.

Cotecna signs Verification of Conformity program with Niger

Cotecna, one of the world's leading trade testing, inspection, and certification companies, has signed a five year Verification of Conformity (VoC) contract with the Ministry of Industrial Development of Niger. The service will become operational within the next three months. The number of products to be subjected to VoC will increase in three stages during the first six months of operation.

Cotecna Inspection SA has provided Pre-Shipment Services (PSI) for the government of Niger since 1995 to check the quantity, quality and value of imported goods. In 2000, to support the government of Niger in its efforts to combat fraud, Cotecna increased its presence in the country to a total of nine offices. In 2003, Cotecna introduced a risk analysis module to determine the degree of risk and type of intervention required for each shipment of imported goods.

At the end of 2010, Cotecna signed a new PSI contract that includes the installation and the operation for five years of three mobile container scanners. At term, this scheme will evolve into a Destination Inspection programme.

Cotecna signs Destination Inspection contract with Chad

On June 22, 2011 Cotecna Inspection SA, one of the world’s leading government inspection companies, signed a seven year Destination Inspection contract with the Minister of Finance and Budget of the Republic of Chad.

Cotecna will assist Customs with documentary controls and the classification and valuation of imported goods that arrive at the land borders by vehicle and container. The contract also includes scanning operations. Operations will begin at the land border of Ngueli where goods arrive via two main routes coming from Nigeria and from Cameroon. Eventually, Cotecna will set up controls at three other land borders.

Cotecna’s head office in Chad will be based in N’Djamena and the company will create about 50 jobs.

Cotecna participates in Toy Safety workshop in Milan

A legal decree approved by the Italian Cabinet (Council of Ministers) on March 10, 2011, has upgraded the 2009/48/CE decree of June 18 2009 relative to toy safety, to guarantee a greater level of protection for children when they play with toys.

A workshop, primarily for manufacturers and importers, is to be organised in Milan on May 11. The main objective of this workshop - "New Italian Toy Safety Decree: What it changes for the producers and importers" - is to explain the differences and illustrate how this new decree contributes to improve the standards relative to toy safety. The workshop will also strive to explain the improved efficiency and simplification for economic operators and market authorities.

Giuseppe Sonzogni, Managing Director of Cotecna Inspection Italy, will make a presentation on: "Safety in the Toy market: the advantage of third party inspections".

In January 2011, Cotecna Inspection, opened a new laboratory in Hong Kong specialized in the testing of toys manufactured in China. The laboratory is fully certified and testing is carried out under the European Standard EN 71 that specifies safety requirements for toys. In March 2011, Cotecna Brazil was invited by the International Finance Corporation (IFC) and the European Bank for Reconstruction and Development (EBRD) to participate in a conference on agribusiness financing systems.

The objective of the conference that took place from February 28 to March 3 in São Paolo and Brasilia was to introduce the Rural Product Note (Cédula de Produto Rural - CPR) to a delegation from Ukraine and Russia that included members of the government, bankers, traders, lawyers, economists, etc.

CPR is an important agribusiness financing instrument that is commonly used in Brazil. It is a tool that facilitates cash resources for agricultural and livestock production, enabling producers to make the necessary investments by putting up their production capacity as collateral to the financers.

Cotecna presented the company’s business model focusing on monitoring mechanisms that are used to mitigate risks in the agri financing sector. The company was able to discuss and share its expertise and experience in trade finance support services with the participants. The IFC is keen to help transfer proven agribusiness financing systems to countries such as Russia and Ukraine.

The members of the Massey family, who are the Group's sole shareholders, undertake to respect the spirit embodied by its founder to ensure Cotecna's development and to guarantee its sustainability.

Effective March 17, 2011, Arlette Massey, Elie Georges Massey's widow, becomes acting Chairman of the Cotecna group.

Biofuel testing and inspection includes biodiesel, ethanol and other fuels. The Houston office is also specialized in suppliers' audit services.

The Houston laboratory is GAFTA, AOCS, and FOSFA accredited and specializes in the analysis of vegetable oils, tallow and other fats and oils.

The Houston office also coordinates all Verification of Conformity (VoC) services in North and South America. Cotecna acquires shares in CCVA in Burkina Faso

In December, 2010, following an international call for tender, Burkina Controls Inc., a company of which Cotecna Inspection S.A is the majority shareholder, acquired 51% of the shares of the Centre de Contrôle des Véhicules Automobile (CCVA ) in the context of a partial privatization of the CCVA. CCVA has an exclusive mandate to carry out periodical technical controls on all automobile vehicles circulating in Burkina Faso and also carries out inspections of both private and state vehicles.

Cotecna has been operating in Niger since 1995 when the company was awarded its first exclusive inspection contract by the government of Niger to check the quantity, quality and value of imported goods before shipment and at destination. Cotecna opens toy testing laboratory in Hong Kong

Cotecna Inspection, one of the world's leading trade testing, inspection, and certification companies, has opened a new laboratory in Shatin, Hong Kong specialized in the testing of toys.

The Cotecna Hong Kong laboratory is fully certified and testing is carried out under the European Standard EN 71 that specifies safety requirements for toys. EN71 compliance is legally required for all toys sold in the European Union. Our lab is ISO 17025 accredited and received UKAS (United Kingdom Accreditation Service) accreditation on December 9, 2010. UKAS accreditation demonstrates the competence, impartiality and performance capability of Cotecna Hong Kong to consumers, suppliers and purchasers in the testing services carried out in the Hong Kong laboratory.

Tests include
    i) Physical and mechanical tests to investigate the reaction of toys under abuse such as drop test, tension test, torque test, small part test and compression test.
    ii) Flammability tests to be able to determine if the toys catch fire easily, within what time frame and how: by a simple spark or a stream of fire.
    iii) Chemical tests to detect prohibited substances in materials used in toys, such as paints containing heavy metals that pose a health hazard. This also includes substances that are considered a threat to the environment once the toy is discarded at the end of its play life.

The US Consumer Product Safety Commission has recently communicated that reported injuries from toys, which is close to 200 000 a year, is on the increase. At the same time, steps taken by toy manufacturers and retailers to improve the safety of toys have resulted in the decrease of recalls over the past years. Regular risks caused by defective toys include: choking on loose parts, lead paint and toxic chemicals exposure, the instability of cots that may collapse, eye injury or blindness from projectile toys, cuts, lacerations or amputation of fingers and toes from strings and wires, burns or electric shocks caused by defective batteries, hearing loss or deafness from toys exceeding safe noise levels.

Cotecna Egypt laboratory receives GAFTA certification

In September 2010, Cotecna Inspection Egypt Laboratory (C.I.E. Lab) in Alexandria was certified to issue analysis certificates for grain under the Grain and Feed Trade Association’s Approved Analysts Scheme. www.gafta.com

Cotecna Egypt carries out inspections, verifications, examinations, and, as a GAFTA certified laboratory, quality and condition assessment of grains traded on GAFTA contract terms. Cotecna Egypt may issue reports and certificates relating to its operations and can render advisory services.

Cotecna’s Alexandria laboratory near the Dekheila port, the largest grain receiving port in Egypt and the Middle East, is the only GAFTA analysis accredited laboratory in the Middle East outside Israel. Cotecna Egypt’s laboratory services will be expanded to cover a wide range of analysis to meet demands of local and international clients who will no longer need to send samples abroad for analysis.

Cotecna Egypt is registered at Egypt’s General Authority for Supply Commodities (GASC) and works on behalf of GASC in the country of origin performing analysis for wheat and edible oils. Egypt’s population has one of the highest wheat per capita consumption level in the world and wheat is one of the country’s main imports.

Cotecna Togo launches an electronic tracking system (SSE)

November 26, 2010, Cotecna, one of the world's leading trade inspection, security and certification companies, signed a contract with the Togolese Ministry for the Economy and Finance for the tracking of declared goods in transit.

Cotecna was commissioned to set up and manage a remote tracking system for land transport across the national territory using an electronic tracking system based on GPS/GSM/GPRS mobile tags.

The five-year contract, known as SSE, will be launched on June 1, 2011 and covers goods in transit throughout the Togolese territory.

Cotecna's partnership with the government of Togo stretches back to an Import Verification Program in 1995. This program has been constantly updated to keep up with the modernization of Togolese Customs, and in 2003 saw the installation of a first scanner combined with a computerized risk management system, CRMS®. In 2006, the inspection program evolved to a Destination Inspection program in order to speed up Customs clearance. In November 2009, Cotecna unveiled a new Gantry HCV 6034 6MeV scanner in Lomé's port. This powerful, last-generation scanner can distinguish between organic and inorganic matter and detects radioactive substances.

This new service for Togo customs is Cotecna's second contract of this kind; a first was signed with Senegal in March 2008.

On 30 August, Gateway Services Ltd, Cotecna’s subsidiary in Ghana, signed a five (5) year contract with the Government of Ghana to continue to provide Destination Inspection services (DI) under the Ministry of Trade and Industry (MOTI). The contract became effective September 1, 2010.

Cotecna operates in Ghana under its registered affiliate, Gateway Services Limited (GSL), and initiated the very first DI contract that began in April 2000. Cotecna pioneered the development and implementation of the Destination Inspection concept which has contributed to the achievement of important government objectives in Ghana, including the facilitation of trade, revenue protection and enhancement, and the modernization of Customs through training and knowledge transfer.

GSL was the first inspection company to combine valuation services, through its international network of price analysts, with computerized risk management and a powerful fixed x-ray scanner in the context of the Destination Inspection programme in Ghana.

GSL now looks forward to building on the success of the earlier DI under this new contract through the provision of services that will continue to add value to the government of Ghana.

New Non Intrusive Inspection complex at the port of El Callao

On August 22, Mr Alan García, President of Peru, and Cotecna Inspection inaugurated the new Non Intrusive Inspection (NII) complex at the port of El Callao, the biggest maritime port in Peru.

In 2007, Cotecna was awarded a contract by the United Nations Office for Project Services to provide consulting services to the Peruvian Customs (SUNAT) on the purchase and complete implementation of a state-of-the-art container scanning control system at the Port of Callao. Services included recommendations on technical specifications, procedures and location, factory and on-site acceptances, implementation supervision, operation of the scanner, and training of local operators.

Cotecna successfully completed the on site acceptance test of the new scanner, a relocatable 6MeV dual high energy scanner housed in a fully covered tunnel. The scanner has a 320mm penetration capability; is able to distinguish between organic / inorganic material and to detect radioactive materials.

Cotecna Inspection will continue to support the Peruvian Customs Authority (SUNAT) during the next 24 months by providing technical assistance for the implementation, training and operation of the NII. A highly experienced and multinational Cotecna team will be located in El Callao to provide a 24/7 support to Customs Authority.

Peruvian Customs expect an immediate increase of volume thanks to improved processes as well as a reduction in operating costs. With the objective of promoting the use of the Single Window System, SUNAT plan to integrate this latest technology with other Government Control Bodies.

Cotecna awarded a consulting contract by the OSCE

Geneva 28 July, Cotecna, one of the world's leading trade inspection, security and certification companies, has been awarded a consulting contract by the OSCE, (The Organization for Security and Co-operation in Europe) to support the development of the OSCE Handbook on Best Practices at Border Crossings.

The objective of this project is to assist the 56 OSCE participating states, particularly landlocked countries, to make their border and customs policies more efficient. Examples from across the OSCE countries will be given to illustrate how land border-crossing points can be made more efficient, with the aim of promoting legitimate trade and reducing corruption, illicit trafficking and transnational crime and terrorism. Land border crossings include roads, railways and port-hinterland connections. This project does not include waterways, maritime borders or airports.

The handbook is aimed at national policy-makers, senior customs, border guard/police and heads of regional customs chambers. It will also be accessible to representatives of transport agencies, the business community, civil society and academia.

The handbook, which will be published in English and Russian by the end of 2010, will take into consideration trade and transport facilitation as well as security aspects. The handbook is being developed in co-operation with the United Nations Economic Commission for Europe (UNECE).

Cotecna Nigeria supports education and refurbishes school

Geneva, 28 June, Cotecna Destination Inspection Ltd, Nigeria, inaugurated a newly refurbished building at a junior school in Kano in the North of the country in line with its commitment to Corporate Social Responsibility.

Cotecna totally renovated a four-classroom block and administration office as well as supplying desks, benches and chairs for the 650 pupils and their 21 teachers. The building was re-roofed, the floors, walls, doors and windows were repaired or replaced and re-painted. The electrical and plumbing systems were completely reviewed and brand new sanitary facilities were installed. Ceiling fans and air-conditioning units were installed in the rooms at the school that is in a region where summer time temperatures can rise to close to 40°C.

The objective of this CSR action was to upgrade the school infrastructure and facilities to provide the pupils with a conducive atmosphere for learning. The Cotecna group actively practices a Corporate Social Responsibility policy in the areas of safe water, education and health.

Speaking at the commissioning ceremony on June 17, Managing Director Cotecna Nigeria, ‘Tayo Rabiu, said “Our resolve to make this donation was based on our principle of making significant contributions and partnering with other stakeholders to enhance sustainable development in the communities where we operate. We are particularly delighted about supporting education as it contributes to the economic growth of Nigeria.”
The event was attended by Dr David O. Agbaje, Assistant Comptroller General of Nigerian Customs, who represented the Comptroller General. Dr Agbaje commended Cotecna for its commitment to education.

The school was originally founded in 1986 by the Customs Officers Wives Association in a small room in their barracks. The school is now mainly privately run, though Customs continues to take an interest both operationally and financially.

Cotecna Mexico signs extension to Inspection contract

Cotecna’s Mexican subsidiary has signed an extension to their Customs Inspection Contract with Servicio de Administración Tributaria (SAT) in Mexico. The four year contract that was originally signed in February 2006 has been extended until December 2010.

The service known as “Segundo Reconocimiento”, or second inspection, is the only service of its kind in the world. It is intended to reduce fraud and prevent the use of forged documentation or triangulation that may conceal the true origin of the goods. The service is mandatory by law and is carried out by close to 120 Cotecna employees in the Customs Primary Zones at 16 border ports of entry. The following three types of services are carried out after Customs clearance:

Physical and documentary revision of imported goods. This includes inspection to determine the quantity of goods and the declaration’s compliance with the Custom’s Harmonized System.
Verification of goods of foreign origin that are in transit to ensure they are en route for their final destination such as a factory, warehouse, store etc.
Verification of the existence or physical location of the supplier, producer or buyer as declared in the invoice or other Customs documents. The objective is to protect national production and manufacturing.

Cotecna has supplied state of the art equipment and infrastructure that enables a constant real-time communication with SAT, as well as permanent Internet access to information held in a digital database.

Cotecna launches scanner operations in Congo

On March 25, Cotecna launched scanner operations for imported container at the port of Pointe Noire as part of its Goods Inspection contract with the Government of the Republic of Congo.

The original Pre-shipment Inspection contract was signed in March 2006 and on June 29, 2009 an addendum was signed for the supply and installation of a 3.8MeV mobile container scanner at the port of Ponte-Noire as well as a Computerized Risk Management System (CRMS®). This addendum extended the contract for a further four years starting from the first container scan. The programme assists the Government of the Republic of Congo in their Customs capacity building and revenue protection programs and in improving security. CRMS® is a system designed to assist Customs officials in determining the appropriate level of intervention of each trade transaction, depending on the type of goods to be inspected.

Cotecna is responsible for training local staff and Customs agents to ensure maximum efficiency of the new tools.

Cotecna has more than 70 staff in the Congo between their head and operating office in Pointe-Noire and their liaison office at Brazzaville. Main imports to the Congo come from France, China, Belgium, Deutschland, the Netherlands and Brazil.

UNCTAD Conference Panel

The United Nations Conference on Trade and Development (UNCTAD) organised a Global Commodities Forum on March 22 & 23 at the UN headquarters in Geneva. The objective of this initiative was to encourage a comprehensive discussion of the key issues of the commodity economy, including commodity trade finance and logistics and their role in international trade and development. Issues of crucial relevance to the commodities sector were discussed in a number of conference sessions and panels.

Matthieu Delorme, Chief Operating Officer Cotecna Trade Services SA, was asked to moderate a panel of experts in Logistics and Collateral. Presentations and discussions during the panel covered topics such as logistics in developing countries, supply chain financing and financing products and the use of technology in supply chain solutions. Most significant among the panel’s conclusions were the need for greater industry clarity in the respective roles of collateral monitoring and insurance, in-depth knowledge of the supply chain logistics and documentation for specialist trade financiers, and a more collaborative approach to information systems electronically processing documentary credits. The panel stressed the importance of progress in these issues to ensure costs efficiencies, improved risk management, better regulatory treatment and ultimately enhanced liquidity for trade finance.

Over 300 delegates attended the sessions over the two days including high level representatives from governments, financial institutions, insurers, commodity producers and exporters, collateral managers, lawyers, end consumers etc.

Cotecna Tanzania supplies electricity to Nkowe School

On January 29, 2010, Tiscan, Cotecna’s Tanzanian subsidiary, celebrated the completion of their project to supply electricity to an entire school. Tiscan financed electrification works at Nkowe Secondary School in Ruangwa District, Lindi Region that lacked the infrastructure for power distribution within the compound and buildings. Tiscan financed the project with a budget of 27 million shillings (approx USD 21000) to extend the main TANESCO electricity supply to the school.

Tiscan’s donation brought power to all classrooms, administration blocks and teachers’ accommodation facilities thus opening the way for further education programmes such as computer classes, applied science and technology and evening tuition.

The inauguration ceremony was attended by the Lindi Regional Commissioner, Said Meck Sadiki, who was accompanied by a group of high-level officials from the Lindi region and Ruangwa district. Together with managers from Tiscan, they unveiled a commemoration plaque and toured the school to witness the power installations at a colourful event with dancing, drumming and singing by the students and local residents.

Tiscan is a Tanzanian company based in Dar-es-salaam with close to 200 employees. It is a member of the Cotecna Group and operates a contract with the Tanzania Revenue Authority (TRA) to provide container X-Ray scanning, risk management and pre-arrival declarations processing services for imports into Tanzania. Tiscan’s objective is to assist the TRA in its efforts to collect revenue and facilitate trade for national economic development.

In addition to its services that significantly support the national economy, Tiscan is also committed to directly help the people of Tanzania by making donations in line with its corporate social responsibility program. Tiscan annually finances various projects to improve provision of water, health and education.

Cotecna Philippines accredited as Bulk & Break Bulk surveyor

On November 16, 2009 Cotecna Inspection SA, Philippines received accreditation from the Committee for Accreditation of Cargo Surveying Companies (CACSC), as a bulk and break bulk surveyor for cargo entering the Philippines. Cotecna is the first company to have complied with the requirements set by the Philippine government under their Administrative Order (AO) 243-A stating that, effective January 4 2010, all bulk and break-bulk cargo entering the Philippines must be inspected by accredited surveying companies at their port of origin.

The objective of this AO is aimed at streamlining import procedures for bulk and break-bulk cargo imports. As an accredited surveyor, Cotecna is required to issue a report on the quantity, grade, etc. of all cargo shipments bound for the Philippines.

The importer complying with this procedure is able to file entries for the imported goods and pay duties, taxes and other fees at the pre-shipment stage. Confirmation of this procedure will permit the importer to rapidly clear Customs upon arrival.

Cotecna certifies tourist guides in Colombia

Cotecna Colombia has signed an agreement with the Tourism Alliance Consortium of Colombia to certify the competence of 50 tourist guides in the cities of Bogota, Cartagena and Santa Marta.

The agreement is supervised by the Vice Ministry of Tourism and as part of the Tourism Guide certification process, Cotecna will review the documentation for each of the guides as well as evaluating them in the field as they are carrying out their work in the various museums, historical and tourist sites of the cities.

20 guides have been certified in Bogota, 20 will be certified in Cartagena and 10 in Santa Marta. The Tourism Alliance Consortium will finance 70% of the cost of the certification and the guide will assume the remaining 30%.

Cotecna developed the certification procedure based on the guidance rules issued by the Sector Unit for Standardization for the Subsector of the Tourist Guides – USNGT. The standards are: NTS GT 001 - Service delivery; NTS GT 002 – Program development control; NTS GT 003 – Preparation of activities; and NTS GT 004 – Realization of basic process. Once the procedures were established, Cotecna contacted the guides who are registered with the National Register of Tourism - RNT.
